Request for Proposals for an Athletic Complex Feasibility Study
FOR IMMEDIATE RELEASE:
CEDC/City of Cumberland publish RFP for Indoor Athletic Complex Feasibility Study
The Cumberland Economic Development Corporation (CEDC) has released a Request for Proposals (RFP) to solicit qualified consultants to conduct a feasibility study for a potential indoor athletic complex in Cumberland, Maryland.
The study will evaluate the market demand, financial feasibility, facility programming, and economic impact associated with developing a multi-purpose indoor sports complex designed to host regional and national sporting events. The analysis will help community leaders determine whether the project is viable and what type of facility would best serve the region.
Funding for the study has been made possible through a $63,000 allocation from the Appalachian Regional Commission (ARC), with matching funds committed by the City of Cumberland to support the effort. This funding allows the project to move forward with a comprehensive evaluation of the potential opportunities and benefits associated with developing an indoor sports facility.
Indoor athletic complexes have become a significant driver of sports tourism in many communities, attracting youth tournaments, regional competitions, and other events that generate visitor spending at local hotels, restaurants, and businesses.
The feasibility study will provide data-driven analysis to help determine the appropriate facility size, amenities, operational model, and potential economic impact of the project before any decisions regarding development are made.
Deadline to submit proposals is May 13, 2026
